McCarver Village 
 
McCarver Village is still under construction.  It is a planned development governed by CC&Rs and a Residential Association.  Eventually it will be made up town homes, Loft units, condominiums and apartments that are part of several different "neighborhoods" under the McCarver Village Residential Association.  The first Townhomes finished along S. I St. and the Lofts along Yakima Ct. comprise Neighborhood #1.  Along Yakima Ave, Neighborhood #2 construction is now partially complete.

The Residential Association structure
 
All owners are members of the McCarver Village Residiential Association.  A Board of directors and several Neighborhood Committees represent the members.  While still under construction, we are in what the CC&Rs refer to as the "Class B" control period, which means that the property developers make up the Board or appoint others to be on the Board.  This year, two property developers and one homeowner are serving on the Board.  The Board works for the entire Residential Association and will eventually include about one Board member from each Neighborhood.   Each neighborhood will have its own Neighborhood Committee that works under the Board and within its own neighborhood.  Each neighborhood will also elect a Board member who will also serve as a member of that particular neighborhood's committee.  Each Neighborhood Committee will select one person to be the neighborhood "voting representative" to represent all the votes of the neighborhood when membership votes are required.

The Board
 
This year, two property developers and one homeowner are serving on the Board.  The Board works for the entire Residential Association and will eventually include about one Board member from each Neighborhood.   The Board is responsible for collecting homeowners dues, enforcing and amending CC&Rs, and maintenance of the common areas.  Board meetings are open to Residential Association members.

The Neighborhood Committees
 
Each Neighborhood will have a Neighborhood Committee that works under the Board.  The Neighborhood Committee represents the interests of its own neighborhood and advises the Board on broad issues as well as issues that relate to the neighborhood specifically.  One member of each neighborhood is the "voting representative" for that neighborhood when Residential Association member votes are required.  You should work with your Neighborhood Committee members on issues that you would like considered by the Board.
